The Knowledge Exchange testbed is privately funded. Partners in the project operate predominantly in Australia and Asia . The project management, R&D and help desk activities are occurring in Tasmania and commercial testing and service delivery are occurring from Melbourne in Australia .

The Institute for Working Futures' Dr Marcus Bowles is the primary champion for this project.
